Important Changes to Leave Donation Procedure
Friday, 01 July 2011

Dear GGU Member:

Article 26.09 of the GGU Collective Bargaining Agreement with the State of Alaska provides that members may donate personal leave to and receive donations of personal leave from other State of Alaska employees for use as sick leave.

On June 16, 2011, I entered into a Letter of Agreement with the State of Alaska instituting changes in the procedure for donating personal leave. Effective immediately the following procedure for the donation of personal leave should be followed:

  • Complete a leave slip with the date, signature, and indicate the amount of leave to be donated. You can’t donate less than 2 hours. You must write on the bottom of the leave slip, or in the space provided, “Leave donated to (employee name and employee ID number)”.
  • As the donor you must submit the leave slip to the Division of Personnel and Labor Relations Payroll Supervisor for the department in which the donee (leave recipient) is employed. (NOTE: Do not submit the leave slip to any Union office)
  • For donated leave to be processed in a current pay period leave slips must be received by the State the last day of the pay period (15th and end of the month).

You may view the LOA by clicking on the following link: http://www.afscmelocal52.org/time_LOA

The procedure for requesting the donation of leave from other employees has not changed. The request should be made by contacting the Union Headquarters and providing the name of the employee requesting the leave, work location (Dept./Division and Geographic Location) and the amount of leave hours needed. On receipt of the request in the Union Anchorage office (Headquarters) a broadcast e-mail will be sent to the appropriate employees and will be posted on the ASEA website. You may view the Union Leave Donation procedures by clicking on the following link: http://www.afscmelocal52.org/aseadocs/donated_leave_policy_29jun11.pdf

If you have any questions concerning the Donated Leave procedures please contact Kathy Pruitt in the Anchorage Headquarters, your business agent, or me.
