Dept. of Administration Commissioner Annette Kreitzer issued a response to objections raised by ASEA/AFSCME Local 52 over a reclassification for the Administrative Clerk series.

Her letter, dated Sept. 1, 2009, addresses three areas of concern raised in the letter of objection from ASEA Business Manager Jim Duncan: Bargaining Unit Changes, Change in Overtime Eligibility and Flawed Salary Analysis Component.

ASEA/AFSCME Local 52 has formally requested reconsideration of the recent reclassification review for the Administrative Clerk series. The union believes the basic salary analysis is fundamentally flawed.

The union requested the study in an effort to properly compensate nearly 1,100 employees who are woefully underpaid. After considering the broad and varied duties of this essential job class, the state proposed in its study a new title and no salary adjustment for most of the employees.

The state perpetuates a disturbing trend of underpaying the Administrative Clerk series by simply instituting a title change. Most employees in this job class remain at a Range 8. The base salary for a Range 8 is just under $2,300 a month or roughly $28,000 a year. A single income family with a wage that low would qualify for public assistance through the State of Alaska.

ASEA/AFSCME Local 52 disagrees with the state's conclusions in the reclassification review and objects to the level of wages offered to employees in the Administrative Clerk series.
