Dear GGU Member,
This message applies to you only if you joined the ASEA Emergency Leave Bank prior to July 1, 2007.
While Article 26.13 of the GGU Collective Bargaining Agreement provides that in order to continue membership in the ELB members will contribute 7/12 hours annually to the ELB, on Thursday, November 1, 2007 I sent you an e-mail stating that “because the current balance of leave in the Emergency Leave Bank I have determined that this year you will only be required to contribute 4 hours to the ELB to maintain your membership in the bank.”
However, I did not authorize the State to transfer 4 hours from your personal/annual leave account at that time as I wanted to do a further analysis of the bank leave balance and projected usage in the coming year by our members. I have recently completed that analysis and have determined that the current balance of the ELB and projected usage shows that you will not need to transfer the 4 hours to the bank as I indicated in the November 1, 2007 e-mail.
I will not authorize the State to transfer any of your personal/annual leave to the ELB. However, you will continue your membership in the ELB and will be able to access the leave when you have a qualifying emergency.
An analysis of the ELB bank balance and projected usage will be completed again at the end of October, 2008. You will be notified at that time if you will be required to transfer leave to continue your participation after November of 2008.
I am pleased that you can continue your participation in this important program without an additional contribution of your personal/annual leave at this time. Since the inception of the ELB 4,489 hours have been withdrawn from the ELB to assist 108 of our members in their time of need. Thank you for your willingness to assist your Union brothers and sisters.
