1. The CNC met with the State of Alaska for the fourth 2-day contract negotiating session on November 17-18, in Juneau.
2. The CNC, along with representatives from other state employee unions, attended a Geographic Differential Presentation by the McDowell Group. The information gathered there, along with the printed Geographic Differential Study will be used to help prepare a proposal.
3. The CNC submitted a proposal to increase Union control over the Emergency Leave Bank. We also offered a proposal to protect employees’ rights with respect to mandatory alcohol and drug testing.
4. The state was not prepared to enter into substantive wage discussions. They were also unwilling to TA (tentative agreement) any of our previous proposals.
5. The state proposed taking away our ability to make an annual request for a classification study of the job class of our choice, and proposed eliminating super-seniority for stewards.
6. The next negotiating session is scheduled for December 3-4, 2009, in Anchorage.
7. Worksite meeting are being scheduled. Times and dates will be announced and posted on bulletin boards.
