1. After 4-1/2 months of meeting with the State, with minimal or no movement on the monetary terms of the contract from the State’s negotiating team, the CNC requested mediation to attempt to move negotiations forward. The State refused.
2. The State did not make counter proposals on wages, health insurance contributions, and the geographic differential. The CNC stood firm on our current proposals.
3. The CNC and the State have reached tentative agreements (TA) on the following non-monetary articles: Article 1 (Union Recognition and Representation), Article 2 (Union Representatives and Activities), Article 3 (Union Security), Article 4 (Management Rights), Article 27 (Shift Assignments), and Article 41 (Printing of this Agreement).
4. The CNC did offer counter proposals on Article 9 (Nonpermanent Appointments), Article 22 (Overtime and Premium Pay), Article 29 (Safety and Health), Article 30 (Travel, Per Diem and Moving), and Article 33 (Protection of Rights).
5. The Anchorage Chapter held a rally at ASEA HQ on February 9th with strong vocal support for the CNC – Thank You Anchorage!!!
6. The next negotiating session is scheduled for February 16-17, 2010, in Juneau.
7. Worksite meetings are being scheduled. Times and dates will be announced and posted on bulletin boards. Your participation is essential.
