HB 37 (RIGHT TO WORK) Status: Pending PAC Recommendation: Oppose ASEA Position: Oppose Description: HB 37 would disallow many of the trademarks of trade unionism and effectively destabilize organized labor in Alaska. The expression “Right To Work” and claims that unionism infringes on individuals distort workers' rights to improve the position of employers at the expense of unions. Important consequences of the bill include a banning of any requirement that employees share in the expense of representation--a central tenant of the union shop. The bill would criminalize current and long held union shop practices, threaten collective bargaining agreements and weaken labor organizations.
TITLE: "An Act relating to the relationship between employees and labor organizations; prohibiting collective bargaining contracts that require employees to join a labor or employee organization; extending the policy and limitations set out in this Act to public employers and public employees subject to the Public Employment Relations Act; and providing for an effective date."
