1. The CNC met with the State of Alaska for the fifth 2-day contract negotiating session on December 3-4, in Anchorage. 2. The CNC submitted a Geographic Differential proposal to the state. The CNC proposal incorporated increases that were proposed in the recently completed Geographic Differential study and maintained the current Geographical Differentials for all areas in which the study recommended decreases. 3. The CNC and the state have reached tentative agreements (TA) on the following: the Preamble, Article 20 (Legal Trust Fund), Article 23 (Meal and Relief Periods), Article 28 (Equipment and Clothing), and Article 38 (Savings and Separability). 4. The CNC submitted counter proposals on Article 12 (Layoff), Article 15 (Complaint Resolution Process), and Article 16 (Grievance – Arbitration). 5. The state was not prepared to enter into substantive wage discussions. The CNC submitted the Union wage proposal on November 4 (see Bargaining Update #6.) 6. The state has not yet responded to requested information in regards to the employer health care contribution and the contracting out of engineering services in DOT. 7. The next negotiating session is scheduled for December 16-17, 2009, in Juneau. 8. Worksite meetings are being scheduled. Times and dates will be announced and posted on bulletin boards.
