Hello ASEA Juneau Chapter Member,
Due to the excessive cost of mailing ballots to every member within ASEA/AFSCME Local 52, the election committee has changed the method of voting by mail to in-person voting.
The election for the noticed Delegates to the ASEA/AFSCME Local 52 Biennial Convention will be held on January 18th and January 19th at two locations for the convenience of the voter.
***Location 1) Mendenhall Valley Library, Thursday January 18th during the hours of 12:00-1:00 p.m., and 5:00-7:30 p.m.***
At least one Election Committee member will be present at the polling site during these hours. The Election Committee will provide equal access viewing of all optional campaign statements submitted by the close of nomination to voting members at the polling place on Election Day.
Voting members will be required to provide current photo identification at the polling site to verify member in good standing status from a member checklist provided by ASEA Local 52 Headquarters.
Ballots will be counted by the Election Committee members at the Local 959 Teamsters Hall at 306 Willoughby Avenue, Monday January 22nd at 12 noon. Ballots box will be secured by the committee until they have been counted. Nominees may have an observer present during the ballot count.

Since the revised bylaws affect the new officer positions, here is a chart describing the positions up for election. We are soliciting candidate statements for all of the below positions:

*Beginning in 2019, the Vice President and Trustees would be up for 2 year terms. This staggered approach is to preserve institutional knowledge within the chapter board.
Under the new bylaws, the Trustees would be non-voting members of the Executive Board responsible for auditing the Board every year. The new Board Member position is delegated duties as assigned by the board. All of the above members would be expected to attend monthly meetings.
In case the bylaw revisions are NOT approved by the membership, we are also soliciting candidate statements for the 2 Member-at-Large positions up this year. It is recommended that Member-at-Large candidates also apply for the Board Member position OR one of the Trustee positions.
Further descriptions of the new positions can be found at proposed changes to officer positions. The current bylaws can be found at current bylaws (with descriptions of the current officer duties on page 4).
Please submit all statements or declarations of candidacy to the Secretary, Paul Kelly (paul.kelly@alaska.gov) before the end of business today at 5 p.m.

A majority of the bylaw revisions are housekeeping and bring our bylaws into line with our superior governing documents. The only exceptions are some changes to Article IV – Officers and Elections, as these proposed changes will change the composition of the Juneau Executive Board and create more accountability for elected members.
A quorum of 15 members is needed to conduct official business.

Letters of interest are not to exceed one side of a single standard letter sized (8.5x11) sheet of paper. Received letters of interest will be emailed to all Juneau stewards for review prior to our election meeting on October 30th.
Ballots will be made and distributed at the steward meeting on October 30th at noon at the Teamsters Hall. For stewards who cannot physically attend, everyone participating telephonically will be asked to email their vote to the chapter president (email above) during the steward meeting when ballots are being cast so all voting occurs at the same time, and privacy is extended to all stewards participating both in person and on the phone. After the votes are cast, candidates will have the right to have one observer as the ballots and emails are counted by the chapter president and secretary. A winner will be declared via email on October 31st. The ten day protest period will begin on November 1st, and conclude on November 10th at noon.

We would like to remind everyone that we will have our quarterly membership meeting on June 25th, from 5:30pm until 8pm at the Juneau Arts and Culture Center next to Centennial Hall at 350 Whittier Street, and supper will be provided.
Our most important agenda item is the proposed FY20 budget. In order for us to conduct business, we must have a quorum. Please exercise your right to vote and help to direct our union, even if it’s just for the purpose of the budget.
The proposed Chapter Budget for FY2020 is available for review prior to the June 25th chapter meeting by obtaining a hard copy from anyone of our Executive Board members and/or business agents:

As a reminder, we will be having our winter quarterly chapter membership meeting on January 8th, from noon (12pm) to 1pm, at the Teamster’s Hall across from the State Office Building. We will be providing food, and the call in number will be provided on the agenda. As always, we will need a quorum to conduct business, and we will have a motion for the holiday party, a motion for hosting a meet-and-greet for the State Executive Board meeting in Juneau in February, and discussion about the ASEA Biennial Convention in March, 2020.

The Juneau Chapter will be holding its quarterly meeting via Zoom at noon on Tuesday, January 5. The main agenda item is to formally welcome our new board members, and establish a calendar for the new year. Our July quarterly membership meeting will be Wednesday, July 14th, at 5.30 pm (alternating between lunch and evening meetings). The draft FY22 budget will be presented at our July meeting for any further discussion and a subsequent vote. I know July is a busy month for everyone, but we must have a quorum in order to conduct union business and pass the budget. If you have the time, please join us for possibly the most important meeting of the year. We will present the budget as the first agenda item and try to keep it moving to be respectful of everyone’s precious time. Please join us if you can.

Our quarterly union hall open house is Wednesday, April 16, from 5:00-6:30pm at 302 Gold St., Suite 203. The theme is “Outer Space” – so plan-et for some cringy space puns. Like the ever-expanding universe, your union is always looking for ways to expand your constellation of rights and benefits. Learn how today’s workplace is lightyears ahead of the workplaces of the past – thanks to collective bargaining and labor organizing.
This launch is targeted to (relatively) new employees but is open to anyone in the GGU who wants to be (re)oriented to their union structure, functions, and learn more about what their union can do for them! We feed you (let us know if you have dietary restrictions) and have some fun door prizes for attendees.
