Dear DOT GGU Member,

As you may recall the Governor’s original FY 2018 Operating Budget proposed privatizing the entire Design Function in DOT by FY 2019. The Union immediately filed a grievance and as a result the State and the Union entered into LGR 17-G-128 to resolve the grievance. Also, prior to the end of the legislative session the Governor directed that a feasibility study on contracting out the entire design function not be conducted as it was not his intent to contract our more of the DOT design functions.

Concerns have been brought to me that despite the LGR and the cancellation of the feasibility study the Department of Transportation is increasing the amount of design work that is outsourced to private firms. Because of these concerns I have written the attached letter to Commissioner Luiken requesting information to verify if that is occurring. If there is an increasing amount of design work being outsourced that would be a violation of the LGR.

I will keep you updated as I receive information from the Commissioner.
