Bargaining Update No.13 | March 1, 2022

  • Our ASEA Contract Negotiating Committee (CNC) met with the State of Alaska’s bargaining team on February 28 & March 1 for its tenth negotiating session. 
  • On March 1, our CNC tentatively agreed to (TA’d) a counterproposal from the State of five packaged articles:
    • Article 13    Contracting Out
    • Article 18    Performance Evaluations and Incentives
    • Article 25    Annual and Sick Leave
    • Article 26    Personal Leave
    • Article 29    Safety and Health
  • Once all articles have been TA'd a redline document will be sent to ASEA members for review which will outline all changes in detail.
  • The State is still waiting on approval from the Governor’s Office before making proposals on these monetary articles:
    • Article 19    Health and Security
    • Article 21    Wages
    • Article 22    Overtime and Premium Pay
  • There were over 200 members observing negotiations. From the outset the State took notice of the number of members present and listening.
  • ASEA members are encouraged to continue attending negotiations as observers. Our CNC would like to encourage more members to observe our next bargaining session to show support for a better contract.

  • Bargaining may take place before March 14 if possible. Members will be notified via email and text alerts.
  • Members of our CNC will participate in another state-wide worksite meeting to be announced shortly. 

ASEA members are eligible to observe contract negotiations with the State of Alaska (SOA). Registration is required to receive a link to the Zoom meeting. Participation is limited to Zoom connections only, no call-ins. Observers must remain muted but be prepared to introduce themselves. 

ASEA and SOA adopted the following agreement related to negotiating sessions conducted by video or audio conferencing: Negotiating sessions will be administered in a way to prevent unauthorized participation. Each Chief Spokesperson will be responsible for providing access information to their respective participants. Any participant not willing to identify themselves, or who has no bona fide reason to be involved in the bargaining session, may be denied access by either party.
